Swarna Jayanti Sahari Rojgar Yojana (SJSRY)

The scheme seeks to provide gainful employment to the Urban un-employed or under employed urban poor for setting up self-employment ventures or provision for wage employment. The scheme is lunched in the year 1997-98 and is funded on a 75:25 basis between Central Government and State Government. The following are the   7 components of the scheme.

The Urban self Employment Programme (USEP)

Under the scheme, individual unemployed and under employed youth with entrepreneurship attitude are helped to establish self-economic venture through subsidized bank finance by sponsoring their loan applications to Banks. Against the target of 3500 fixed by the Govt. 926nos have been sanctioned and disbursed in the year 2008-09

Development of women and children in Urban area(DWACUA)

Group of poor women are assisted loan & subsidy through bank for undertaking group economic activities on the basis of their need and ability. Out of 39 groups sponsored to Banks, 16 groups have been provided financial assistance on different trades of their choice for group employment and income generation against the Govt. target 135 during the current year.

Thrift and credit societies

Urban poor women are also organized to form Thrift and Credit societies in a group of 10 to 20 members to address their financial service need on sustainable basis for which federations have been constituted. 135 groups comprising of 735 members have been assisted revolving fund to the tune of Rs.735000 @ Rs.1000/- per member against the target of 190 groups in the current year.

Skill training

Poor unemployed and under employed youth in slums and other areas are identified and imparted training to upgrade/acquire vocational and entrepreneurial skill for self and wage employment in different business and service sector. 272nos persons below poverty line have been imparted training on vocational skill of market demand in the current year.

Urban Wage Employment programme (UWEP)

This programme is under implementation to provide wage employment to person living below poverty line within the jurisdiction of CMC areas by utilizing their labor for construction of socially and economically useful community assets. The material and labour ratio for works is maintained at 60:40 as per the norm. As such Rs. 344529/- has been spent in providing infrastructural facilities like drain, road and tube well in different slums.

Community Structure & IEC component

The capacity of urban poor is enhanced by creating awareness relating to various social legal and health issues through conducting educative camps in slums under IEC components.

Infrastructure Support (I&S)

Under I&S, infrastructure support is provided for conducting training cum production center for economically gainful employment of Urban poor and slum dwellers. The project of Citizen Seva Kendra has been completed in the current year for employment opportunity of skilled workers working in unorganized sector and providing domestic skill service to city dwellers on call. This will also be used for conducting various trainings for skill upgradation of unskilled urban poor.

Food security Scheme

The scheme ensures food security to the poorest of the poor and destitute in the urban community.

Arnapurna Yojana

The scheme ensures food security for the poorest of the poor and destitute above the age of 65 years. Ten Kgs. of free rice is given to the beneficiaries every month. The number of beneficiaries covered under the scheme is 812

Antodaya Anna Yojana (AAY)

The scheme also ensures food security for the poor and destitute above the age of 65 years. Under the scheme 35 Kgs. of rice at a nominal price of Rs.2/-per kg. is provided to the beneficiaries every month. 6695Nos. of beneficiaries have been covered under the scheme.

 B.P.L CARD

21, 673 BPL cards are in use for distribution of PDS commodities in the wards of the city as per the 1997 BPL survey list. During the year 2004, survey was conducted to find out B.P.L families in CMC area including slums and after survey 55,245 families below the poverty line were identified and approved by Government and released the ward wise list through Web site for information of public. No BPL Card has yet been supplied by Govt.for distribution.

Old Age Pension /Widow Pension (National Old Age Pension / State Old Ag Pension)

Financial assistance (monthly Pension) of Rs. 100/- is given to poor aged persons above 65 years and destitute widows under the Central Govt. Scheme. Pension amount is distributed on 15th of every month. No. Pension Holder in NOAP - 4257 and SOAP - 4213.

Orissa Disability Pension (ODP)

Financial assistance  (monthly pension) of Rs. 100/- is provided to orthopedic ally and physically handicapped person in each month. No. of pension holders getting disability pension are 827.

National Family Benefit Scheme (NFBS)

A one time financial grant of Rs. 10,000/- is given to the legal heir of a poor deceased person. If the deceased person is the Chief bread earner of the family and dies within 65 years of age.

Margin Money loan Program (MMLP)

Poor Schedule Caste and Schedule Tribe Person are assisted subsidized fiancé through banks to set up their self economic activity. The beneficiaries  are provided subsidy by O.S.F.D.C. (Orissa Schedule caste and schedule Tribe fiancé  development Corporation.) through Banks

Liberation of scavenger

The National scheme of liberation rehabilitation of  scavenger aims  at weaning away night soil workers from their abominable traditional occupation and carrying head load night soil and their redeployment in other activities. The scheme commended in the year 1982-83 with the program of conversion of Katcha Latrine to pour flush water sealed latrine in the city. All Katcha latrine were converted to septic latrine in the year 1996-97. The Scavengers engaged in carrying head load night soil work were redeployed in other Municipal conservancy work like sweeping etc.

Identification of scavengers families and their dependants were made and in the year 1999-2000.Total Nos. of scavengers their dependent identified were 3705.Out of which 1125 are scavengers and the rest are their dependants.

Identified scavenger and their dependants are given need-based skill training to create suitable opportunities for employment  and self employment. A total number of 263 scavengers and dependant have been given different skill trainings.

With a view for achieving the objective of rehabilitating the scavengers from the dehumanizing occupation, sanitary  marts program has been undertaken. Two group of scavengers and their dependants have been organised (each group 25 Nos.) with financial assistance from O.S.F.D.C. (Orissa Schedule caste and Schedule Tribe Finance Development Corporation). Necessary skill is imparted to them by the concerned N.G.O. for production and sale of sanitary articles

Valmiki Ambedkar Awas Yojana (VAMBAY)

The objective of VAMBAY is primarily to provide shelter or upgrade the existing shelter for people living below poverty line in urban slums, with a view to achieving the goal of "Shelter for All" as outlined in the national Housing and habited policy and the National Agenda for Governance.

The scheme provides subsidised loan of Rs. 40,000/- (Loan : Subsidy = 50 : 50) for construction of one dwelling unit 250 nos. of beneficiaries are being provided financial assitance in installment  and the houses are in different stage of construction. Another 250 beneficiaries have been identified for coverage under the scheme.

Besides, 100 nos. of VAMBAY houses are being taken up under VAMBAY cluster housing scheme on complete grant basis.

National Slum Developement Programme (NSDP)

The Programme makes provision for providing basic infrastructures like drains, Roads, Community Latrine, Tube Wells etc. in the slum type area of the city. Works programme with as estimated amount of Rs.63.00 lakhs is in progress under the supervision of Cuttack Municipal Corporation Engineer for creation of community assets and gainful employment.
